Kennedy and Carbon Dioxide emissions

The rest of Weinreb’s article is a criticism of Kennedy for saying this. But what did Kennedy actually say? If you’re going to criticize someone at length for something he said, you need to quote the person directly, not just give your paraphrase of what he said.
