What an interesting piece. Many of the ideas are those I share.
As for a solution, it seems to me Canada has to eject Quebec from the body politic (which I prefer) or assume a different model of governance along the Swiss model with each province deciding how it will manage it affairs.
Either way, the status quo will not hold.
